Add the function of flange check based on code EN-1591. Merged

It would provide a more reasonable analysis result for flange check compared with those too much conservative methods such as Equivalent Pressure Evaluation.

    This Idea has already been posted, so I have merged this with that one. We already ship the calculation part in the program, while we complete the UI for EN1591
