Add the plastic moment reduction factor criteria for the LCC calculation

As per section 5.4.6.8 of the DNV ST F101_2021 Version, the LCC calculation is modified by including the plastic moment reduction factor due to the maximum vertical point load. This would be a good approach to have more realistic and reliable LCC values due to the axial load and bending moment.
